DART’s two co-founders have been delivering high-quality services to US military leadership by providing subject matter expertise in health research.
One of the biggest challenges in health research is translating research findings into implementation and policy. The majority of small government contracting companies are either research-based or technology-based which further expands the gap between research and practice.
DART was started to help solve this problem. DART's two co-founders are highly-skilled researchers who have hands-on experience in managing large US military survey operations and health platforms. Throughout their combined 20 years of work in this field, they have been utilizing proper strategies and technologies to successfully connect and translate research into implementation and practice.
DART's two co-founders are dedicated to delivering high-value services by utilizing a customer-focused approach and removing unnecessary waste to streamline business processes. This approach gives DART more resources to focus on its customers, excel at its services, and invest in its employees.

Teresa has over 12 years of hands-on experience applying data processing techniques and advanced statistical methods to large administrative, medical, and survey data. She has co-authored numerous peer-reviewed manuscripts, scientific posters, and government reports and briefs that focus on actionable and relevant health topics. She also has extensive knowledge on survey development and administration, and participant outreach initiatives. Teresa is passionate about utilizing data to support evidence-based policies. She champions information dissemination using modernized technologies to further enhance the health and well-being of service members and Veterans.

Chiping has over 10 years of experience in program and content management, study design, survey development, data analytics, and quality assurance and control. Recently, she led a team of software engineers and scientists to design and implement an Army-wide health platform to survey Soldiers’ health and provide instant feedback in promoting self-care practices. Her passion and interests center on military health and resilience for which she is constantly seeking ways to advance by utilizing cutting-edge technologies.
